Safe Schools, Safe Neighborhoods

On January 19th, 2004--Martin Luther King's Day of Service--Mayor John Street, School Superintendent Paul Vallas, and Congressman Chaka Fattah--led more than 150 community leaders in signing this pledge at the National Constitution Center:

We, the public officials and active citizens of Philadelphia, entrusted with "securing the blessings of liberty to ourselves and our posterity," pledge to work together and with our youth leaders to combat violence in our schools and to build safe and supportive neighborhoods for young people throughout the city.

 In August, 2004, the Institute for the Study of Civic Values negotiated a social contract between the School District and community leaders, setting forth how we can work together to achieve safe schools and safe neighborhoods throughout Philadelphia. But  the crisis of violence in and around our schools continues. We  read about it every day. And while some schools are safer, Philadelphia Safe and Sound's 2006 Youth Report Card still gives the City a "5"--its lowest grade--in providing "Safe and Supportive Communities" for our young people.

So in 2007--as a new wave of violence plagues Philadelphia--we challenge the City, the School District, and above all, the active citizens of Philadelphia to work together to end the violence by building a spirit of community in our schools and in the neighborhoods that preserves the civic values that we share.

Safe Schools, Safe Neighborhoods
A Civic Values Agenda

    1. Build Strong Communities-Community organizations and active citizens will work with the School District, the City, Stakeholder Groups, and youth development agencies to establish Youth Safety Coalitions throughout Philadelphia aimed at achieving safe schools and safe neighborhoods, consistent with the broad goals of our country to "establish justice, secure the blessings of liberty to ourselves and our posterity, and promote the general welfare."

    2. Broaden Citizen Participation-Youth Safety Coalitions will work to broaden parent participation in our schools, youth participation in the community, and the participation of all residents of Philadelphia in efforts to improve the safety and quality of life for our young people.

    3. Encourage Community Service-Youth Safety Coalitions will encourage faith-based organizations, community groups, and active citizens to perform community service in programs that help create safe schools and safe neighborhoods for our young people.

    4. Promote Youth Civic Responsibility-Youth Safety Coalitions will work to insure that young people attend school, obey the law, and respect the principles set forth in the Declaration of Independence, the Preamble to the Constitution, and the Bill of Rights.

    5. Support Civic Education-Youth Safety Coalitions will support expanded civic education in our schools that conveys the knowledge, skills, and attitudes needed for effective participation in the democratic process.

    6. Uphold the Law-Youth Safety Coalitions will work to reduce crime in our neighborhoods and especially on blocks around our schools.

    7. Improve Neighborhood Appearance-Youth Safety Coalitions will work to reduce blight in neighborhoods, especially through programs that involve young people in improving neighborhood appearance.

    8. Reduce Recidivism-Youth Safety Coalitions will support comprehensive programs that help repeat juvenile offenders become responsible citizens.

    9. Secure Needed Public Resources-Youth Safety Coalitions will work to insure that all levels of government have the resources to secure safe schools and safe neighborhoods for all residents of Philadelphia.

    10. Expand Voter Participation-Youth Safety Coalitions will work to educate voters on the city, state, and federal issues related to creating safe schools and safe neighborhoods for all residents of Philadelphia.
